MUMBAI: How long does it take the government to decide whether to extend the visa or deport a foreign national? Going by the records produced before the Bombay high court, the answer is at least three years.
For three years, the Union ministry of home affairs (MHA) sat on the application for extending the visa of a Pune-based company's MD, Israeli national Hillel Shapira (50), whose visa expired in June 2006.A division bench of Justices Ranjana Desai and Rajesh Ketkar have asked the MHA and the Foreigner Regional Registration Office (FRRO) to explain the delay in processing the application.
The court was hearing an application by Shapira, who claimed his deportation order of June 2009 was arbitrary. Shapira first came to India in 1996. In 2005, he was issued a visa in Bangkok valid till June 2006. In May 2006, he applied for an extension.
However, it was only in August 2006 that the FRRO forwarded the application to the state and MHA.
The Centre took its own time and only in August 2008 did the MHA get back to the state seeking clarifications on the plea. On June 3, 2009, the MHA passed the order to deport Shapira. On Wednesday, Shapira's advocate said no reasons were given for the rejection of the appli
